sent to you by safe hand last December had not yet been
delivered at the date of your despatch. The roads in the
Kau Lung Tsai (i.e. the New Cantonment) area will be constructed,
maintained and controlled solely by the Military, and the
Colonial Government has no desire to take them over or to
share or use them in any way. The map since received by you
will show the wide location over a considerable part of the
Southern portion of the New Territories of the roads which
were the actual subject of paragraphs 4, 5, and 10(b) of my
previous despatch. In face of the likelihood that some of
the agricultural, touristic and residential development
along and over these roads will take place as soon as they
are opened to traffic I do not feel myself that it would be
justifiable for the Colonial Government to defer its assumption
of liability for their maintenance until the Military have
handed back the Sham Shui Po site. I hope therefore that
you will see your way favourably to reconsider the arrangement put forward in paragraph 4(c) of my former despatch.

I considered it advisable to send my draft of the
preceding paragraphs to the General Officer Commanding the
Troops for his scrutiny, and I enclose herewith a copy of His
Excellency's reply and of my acknowledgement of it.

that all roon for doubt or misunderstanding has now been removed.
